My friend recently got a 3080 and claims it runs at only 120 fps, which makes me think it might be from the 3000 series. I don’t know what monitor he’s using—it seems like a 144 Hz electriq 27-inch model. He doesn’t use V sync, but he’s tried it to improve his frame rate without any luck. On Rust there are some commands that usually add about 0.1 fps for lower-end systems, but changing all in-game settings to the lowest doesn’t really help. Lowering the resolution below 1080 doesn’t significantly boost FPS, which might be worth considering.

Maybe your friend claims "only" 120 FPS because he anticipated higher performance from a 3080 in a game with early access in 2013 and a full release in 2018.
Consider it this way:
"My brand new high-end card should easily reach 400 fps in a game that’s just three years old, but it only manages 120."
Lowering the resolution while maintaining the same frame rate implies the GPU isn’t the main bottleneck. Changing the resolution shouldn’t significantly impact GPU load.
However, as noted, a single unusual setting could drastically affect performance.
I recall an older bus driving sim that performed poorly with one particular setting active, even on powerful systems back then. The game lacked impressive visuals or a complex open world—just one poorly optimized post effect.
