I've upgraded my pc about 2 months ago from a 1050 TI, i5 4th gen and I have realised that my fps is very low considering the hardware I have, on rust lowest settings 1080 I get ~90 fps and on highest settings I get ~70 fps with usage below 50% on the GPU and 20% on the CPU with both temps on 70c. I have been told perhaps rust is just not optimised for the 30 series so is that the case or do I have another larger issue I have to worry about?
Maybe your friend claims "only" 120 FPS because he anticipated higher performance from a 3080 in a game with early access in 2013 and a full release in 2018. Consider it this way:
"My brand new high-end card should absolutely handle 400 fps in a game that was just three years old. But it only reaches 120."
Lowering the resolution while maintaining the same framerate implies the GPU isn't the main bottleneck. Altering the resolution (unlike many post-process effects) should mainly impact GPU usage.
As noted, there could be just one unusual setting that completely ruins performance.
I recall an older bus driving sim that performed extremely poorly with a single specific setting active, even on top-tier systems at that time. And the game lacked any impressive visuals...
I think it's quite low, even though I'm not very familiar with computers, if the 2080 TI is only slightly worse than the 3070 TI then I can say that a 2080 TI running Rust achieves around 200 fps.

These tests weren't performed under ideal settings, but based on my PC it seems to be above average, reaching at least 120 fps on 1080p.
I mostly play Rust and do so in a relaxed way. You can find more details in my post just below the heading "should I upgrade my rig or build a new one." Right now, my CPU (3770) is limiting my 1660ti's performance. I'm using an 11400 with 32GB RAM and the 1660ti itself. At low to medium settings with high graphics, I'm getting around 110-115 fps at 1080p. My GPU usage stays below 90-95% even when gaming, though it spikes to 60-85% on the CPU side. I expect the GPU utilization to vary between 60-85%, while the CPU stays near 20%. I think your 3070ti should handle high settings above the 115 fps I see on my 1660ti. Your CPU is a solid modern chip and doesn't seem to be causing bottlenecks for the GPU. Could you tell me what servers are being used for those FPS numbers? I tested with a build server under similar conditions for consistency. Keep in mind that Rust isn't very well optimized, even for high-end CPUs like 11900k or 5900x, which usually struggle to push mid-range GPUs to their limits.
My FPS remains very stable, but because of school I haven't played much lately, so I've focused on training my recoil. On recoil training servers you typically notice a big boost in FPS (maybe roughly double on a med pop server), yet even on an aim training server I'm only seeing up to 100 when all settings are at their lowest and in a very isolated area. When I actually played, my FPS stayed consistent and I managed around 70 even with massive clan bases loaded. I think rust is just not well optimized, and if that's the case, do you expect facepunch to improve it or just keep me at 70 FPS?
On a 24-thread CPU such as the 3900X, around 20% load is roughly equivalent to 5 threads under stress (100% divided by 24 multiplied by 5 equals 20.38%). This doesn't necessarily reflect what the task manager displays, since Windows redistributes the workload. If some tasks remain in the background, it could indicate that only about 4 cores are actively engaged during the game, which aligns well with a 3770 processor operating near 50% capacity.
Having many cores and threads doesn't guarantee optimal software utilization. It's more likely the application isn't fully leveraging those resources. The suggestion is that the game may not be designed to take advantage of additional cores or threads, preferring instead to use fewer but more efficient ones.
We're verifying the performance by checking if a 2080Ti achieves Rust at 200fps.
It seems acceptable, though perhaps slightly suboptimal.

From examining the thread activity in HWMonitor, it appears that 8 out of 24 threads are utilizing more than 50% of their capacity. This might indicate a potential issue or constraint related to VRAM, especially considering the VRAM I'm using is 6.9/8 GB, which doesn't match the typical 7.8/8 GB setting. It's unclear if this is the main limiting factor.
