Hello everyone, good day
I've been using games on my HP laptop with Coolpad, but whenever VSYNC is off I'm seeing FPS above 100. Suddenly it drops below 30 and stays there for about a minute before going back up to over 100 FPS.
My concern is if this is due to faulty hardware. It doesn't happen when VSYNC is active, and the FPS is around 60 with normal temperatures.
Specs: i5 12450H, 16 GB RAM, RTX 3050 with minimum settings in games.

Is the laptop moving during this situation? Is there a table bump involved? There might be a motion sensor on today’s laptops that restricts the GPU clocks for about 45 seconds. I own three of these models—two Acers and one Dell. It’s not clearly documented, but it seems to happen. To verify, give the top surface a gentle hit and observe if there’s a slowdown; sometimes you need to physically lift the machine to activate it, as my Dell is more responsive than the Acers.

Track GPU clock speed, temperature, and usage through the overlay. Note that placing a cup near your Dell will cause this bothersome problem.

clockspeed varies between 1200 and 1900 approximately, temperature remains normal, usage changes frequently

My 3050 drops to 1245 when there is an "event". This happens on one of the Acer machines. You can also try "Prefer Max Performance" in the NVIDIA Control Panel, under Global settings > Power Management mode. That should help prevent fluctuations based on load. Diagnosing this issue can be tricky on a laptop compared to a desktop because of thermal limits and the presence of OEM software/firmware that may interfere.
