It was merely a demonstration showing that low FPS isn't limited to just one title—it affects several games as well. Plus, I don’t have many options for testing outside of 20 MB wireless at university, haha.

Installed drivers via DDU and downloaded a new version from NVIDIA's site. Followed the instructions provided. Despite this, performance remains around 30-50 frames per second at low settings.

From the images you shared, it appears your GPU isn’t reaching its full potential. It looks like the 1070 is being limited by an issue. I suspect the Fall Creator’s Update for Windows 10 might have been installed, possibly causing problems on the backend. You might want to disable Xbox DVR and Windows Game Mode to see if that resolves the problem.

I'm accustomed to 70 frames per second in 4K resolution with medium to high settings, or 63 frames per second at 1080p maximum.

You might be using a faulty GPU, which could mean your game isn't running properly. I've seen this with a GTX 750ti and an RTX 1060 twice. Running a benchmark could help determine if the issue is with the game or your hardware. Try uninstalling the display driver with ddu and check if it improves performance. Before doing that, make sure you have outdated drivers installed and consider updating them. Overclocking isn't advised in this case. If nothing works, bring it back to the store for a review.
