I've been running -sm4 on my machine, and aside from effects and post-processing, everything runs at high or very high settings. I'm achieving between 80 to 110 FPS with a 1080Ti processor at 4.2GHz and 5820k at 1440p. You should be reaching at least around 60 FPS under comparable configurations.
