They've made significant progress since the beginning, yet performance remains subpar for many high-end PCs. The anti-crack encoding, DRM, is poorly implemented and causes real-time file encoding that frequently leads to FPS drops or micro-stutters. I’d prefer to wait for a crack before playing. The game performs adequately. However, shadows impact the frame rate and entering the main city reduces it from a locked 65fps to between 39 and 47 depending on the camera I'm using. I believe no one maintains a consistent speed above 60 in the city. It really comes down to personal tolerance.
Unless you have tried a PC version of Forza Horizon 3 without the DRM, then you have no proof DRM is causing the performance issues in the game. Not to mention turning the shadows off is the only real way to gain fps in the game. Which leads on to believe that it's the way shadows are handled in the game causing the problems and not the DRM. Considering other UWP games run well.

Sounds like you're fine then. Just tweak the shadows and disable them if necessary—these are the key adjustments. I moved from 4xmsaa to 8xmsaa, which caused roughly a 3fps decrease. This game is unusual in how graphics settings affect performance.
