Attempting to fix this problem for a long time. The GPU remains under warranty, too. I've had this issue since I bought it.

Or are you suggesting it happens frequently, affecting your entire gaming experience? I think you're not playing on Epic settings. If you want higher GPU usage, increase the settings to Epic, but be aware your FPS might drop significantly. It's unclear why you'd want that and see such a decline.

Fortnite operates differently from other titles like Apex Legends. You can play Fortnite on a basic machine, and your i7 processor won't perform well.

It happens at random times, sometimes just for a second and then it resumes. When drops happen even on high settings, usage decreases. I removed the GPU and tried without it on an Intel HD 4000; drops still occur, so it’s not a GPU problem. I tested with better internet, changed the HDD, updated the router/modem, and updated drivers. Now I’m either experiencing drops because my internet port is bad or my 8GB RAM is low. In games I’m using about 70% of it.

Normally fine.
This is just Fortnite—everyone experiences it. Having 8GB of RAM is sufficient for the game.

Drops ranging from 2 to 4 times or more. It's strange. By the way, this is my CPU benchmark—can you see it and spot anything unusual?

Maybe it's my computer's power supply unit. The GPU has an external PSU, while the HP stock one is outdated. When FPS drops, usage percentage decreases and power consumption drops too.
