Yesterday's relevance doesn't matter since the 3700X is already there. When it launched, it wasn't particularly important because the 2700X and 1950X were also present at that time. Apart from the top-tier models, the X299 seemed a bit out of place.

I think you're referring to the 2700X model. A 2700X with an AM4 chipset is likely more affordable compared to a 7820X paired with an X299. A 3700X with an AM4 would probably be a strong alternative to the 7820X.
