She’s looking for a CPU suitable for photo editing. I understand she’s new to this and mostly builds gaming rigs, so I’ll focus on performance without overcomplicating things. A 3700X might be too much right now—Intel processors often handle tasks well with multiple cores, and Photoshop can benefit from them. For a balance, an Intel or AMD CPU with decent multi-core support would be ideal. Avoid anything that seems out of place, like a thread ripper tool.

She is utilizing several programs. The total budget is approximately 3600 out of 10400, with a more substantial sum of 1650 for practical use across various tasks.

Do you have a specific budget in mind? Whether it's for gaming or photo editing, the type of work you plan to do in Photoshop will affect performance. Are you familiar with the projects she intends to tackle in Photoshop?

I work heavily with photography and for Photoshop, RAM plays a major role compared to the CPU. I own an i7 9700K with 32 MB of RAM, which performs adequately for all my tasks. Most photo editing processes don’t strain the CPU much. I also rely more on Lightroom than Photoshop. If you search for Puget Systems in Seattle, you’ll find useful articles about components and their importance. You might also explore some of their suggested builds that outline the parts they currently use.

I’d choose Intel mainly since AMD chips are hard to find, making the available ones less attractive. You could easily get an i5 10600K, which would cover most photo editing needs.
