I have attempted to reinstall chipset and graphics drivers multiple times, but with no success. I also checked the BIOS for PCIE 3.0 mode without finding it.

I found something new that’s making things even more confusing: the desktop works perfectly during games, but I’m not sure what might be causing this.

They mentioned the motherboard specs, but many users have upgraded their CPUs to 5700x, 5800x and even 5900x on the same board. I talked to an HP support representative who explained that a CPU incompatibility usually wouldn<|pad|> to prevent the system from booting. Since the system works just fine when a game is running in the background, I think it’s not connected to CPU issues.

I have positive updates! I resolved the issue by switching the PCI Express power savings mode from "maximum power savings" to "Off." At least now I have the latest drivers and everything. Thanks for your assistance!
