Hi, I began streaming AC Odysse a few days ago and have noticed some stuttering lately. I haven’t adjusted the streaming settings. My system specs are: Rx580, 8GB RAM, R5 1600/16GB, 3000MHz RAM, Msi B350 M. Pro, and I stream in HD at 6000 Mbps with a CPU load of about 40-50% (max reached 72%). The GPU stays at 100% most of the time. It runs smoothly with a Coreclock around 1350MHz and a -62 mV undervolt. (Memory clock at 2000MHz). I really appreciate any advice you can give.

He likely refers to stuttering. Consider reducing the stream quality for testing.

The GPU is running at a lower voltage to improve efficiency and reduce heat generation.

since it's from Powercolor, and the fans are louder than a jet during takeoff xP

That's understandable. The issue likely lies with the GPU performance. You might try reducing the resolution or increasing the voltage/overclocking to alleviate the stuttering.

It seems the game is really pushing performance limits. You might want to reduce settings or adjust core affinity so Odysse uses only the first 8 threads (0-7) and your streaming software handles the last 4 (8-11). Given your AMD hardware, you're likely using H.264 encoding. The hardware encoder on the Radeon appears to be problematic.

Identified the problem! After the latest update, VSynch was turned off. I reactivated it, and the issue was resolved! Thanks to all of you!
