I have a Gigabyte Aorus Elite X570 with the default BIOS F3. I attempted to change the chipset fan speed by flashing the BIOS, but after several versions, it wouldn’t boot unless in a secured mode. After resetting to F3 again, it worked. Someone might suggest trying different BIOS updates or checking if the secure boot settings are interfering.
