Over the past few weeks, I’ve noticed frame drops and stuttering occurring in several games – Rainbow Six Siege, PUBG, and CS:GO. This began after updating to Windows version 1903, a release that has caused high CPU utilization for many individuals, including myself, particularly within Rainbow Six Siege where CPU usage reached 100%. I reverted to the previous update (1803) and the stuttering lessened significantly, along with normalized CPU activity. Despite this, issues remained in games like Siege, frequently exhibiting a drop from my typical 144fps down to 110-100 fps, resulting in inconsistent frame rates and causing tearing. I resolved this by adjusting CPU affinity, specifically disabling cores 0 and 1 and cores 10 and 11. My frames stabilized at 144 with this configuration, but I must manually adjust it each game launch. Returning to Windows 1903 again failed to resolve the problem, necessitating the same affinity setting in Task Manager. I’m still searching for a lasting solution and welcome any suggestions.

I attempted disabling hyper-threading and it resolved my issue, which was comparable. You may or may not have this feature enabled; however, if you do, explore your BIOS’s advanced CPU settings to see if it helps.

Using the same processor with a GeForce 1080, version 1903 has operated smoothly for me. Initially, I observed exceeding 3GB of RAM consumption when idle, but this has since stabilized at approximately 2.7GB. I proactively disable all telemetry within Windows 10, employing SpyBot Anti-Beacon to further mitigate data collection. Additionally, I install subsequent system updates several days or weeks following major Windows releases. A recent cumulative update for 1903 addressed a similar issue. Maintaining an up-to-date graphics card driver is also crucial; new versions have been released recently with enhancements tailored for RTX performance.

I recently fully reformatted my computer/reinstalled Windows while preserving only my private files (images, videos, etc.), yet the issue remains unresolved. I'm unsure whether a complete reset, eliminating all my personal data, is necessary at this point; I currently lack any clarity on the situation.
