So you're looking for advice on slightly boosting your Ryzen 5 2400G overclocking? I've got a similar setup with an ASRock AB350M Pro 4 motherboard and a Corsair 2x4 DDR4 3200 module, currently running at 2666 MHz. You're aiming to either stabilize the cores around 3.7 or push it a bit higher for better performance. Since you've already spent on upgrades, you're hoping to squeeze out a little extra speed. Also, you're curious about overclocking RAM and want some guidance without risking damage or warranty issues.

For your cpu: boost the voltage and clocks gradually, keeping them below 1.4 volts. You should achieve a performance of 3.7 to 3.9ghz. Maintain temperatures around 80°C during stress tests in a program like AIDA 64.
For your ram: avoid exceeding 1.35 volts and increase clocks and voltage slowly.
You might also enable your built-in gpu, though I lack experience with it.

What happens when my processor runs at 3600 and 1.4500 volts? I didn’t set that, but the bios suggests it.

1.45 volts is excessive. It might harm your CPU and lead to throttling.

1.45 volts is too high; it could harm your CPU and lead to throttling. That seems unusual since it was included by default for overclocking. What voltage should I lower it to? Throttling behavior appears erratic—frequencies swing from 3.6 to 1.9 and back, and under load it drops from 3.6 to 3 and then back. Temperatures have stayed between 40 and 50 degrees with the stock cooler.
