Thermalright works well without offset mounts, so I could use the PS120 EVO on the CPU.

You're not experiencing thermal throttling. The processor isn't utilizing all its cores or threads, as directed by the game. The system needs the game engine to make use of extra cores. That's why we suggest CPUs with 6 and 8 cores for gaming. You're about to invest in something that won't make a difference, and once you do... nothing will change for you.
