some laptops won't start from CD/DVD even with a functional OS drive. to check, remove the hard drive and try booting from the CD/DVD. if it doesn't load the installer, the problem is likely related to BIOS settings or a faulty disk.

It's odd since I recently got Mint installed. The computer was initially set up with Windows 8.1. Still... do you have any tips for reducing my Linux partition using Gparted?

In Gparted you can move the Linux partition but it seems better to leave a little extra GB from the smallest size so it doesn’t request more space. Then clear the newly created area and install the OS you prefer. When you start Windows, you should see two partitions—one for the Linux OS and another for your unformatted space.
