You're right, having a separate GPU per user is better than a shared setup. A vGPU configuration can be tricky for beginners. In short, I suggest constructing a new PC.

It doesn't make sense to run the entire operating system for both users. A separate machine would be better. What's your goal really?

In standard Windows there’s no need to install a server for two users at once. Driver and software compatibility can cause major issues. Using a GPU with low latency is a complex problem. TLDR: create a different PC—effort isn’t worth the benefit. For 2023, Intel’s 12100 and an affordable LGA1700 board with DDR4 are just enough for basic new hardware. You could experiment with Steam streaming to another device, but it’s not practical.

Sure, this was done to reduce costs. It might be a bit complicated right now, so I’ll add a second user and switch roles temporarily.
