If a laptop lacks these, you might be able to install them yourself, though the results won't be officially verified. The Precision Touch pad specifications are quite demanding, which is why you see them on higher-end models. Alps touchpads are generally disappointing, even if you manage to obtain the required precision drivers; tracking improvements are unlikely. I don't have the pricing details, but they're likely very affordable, which explains why Dell prefers them and HP enjoys using them.
