It's conceivable your GPU's vBIOS from Dell isn't compatible with Gen 3. The settings you configured aren't updating to Gen 3, and installing a 2000-series GPU resolves the issue.

I've checked most combinations in the BIOS for PCI subsystem options. A few end in a boot cycle, while others still support PCIe v4.0 even when set to Gen 3. That's confusing.
