I’m looking for a 45 cent item but don’t want to spend much time or money on Steam or similar sites. Someone can suggest alternatives or ways to find such deals elsewhere.

Review farmskins.com. It seems you can spend as much as you like using G2Pay or similar methods. They also offer a daily bonus that usually gives you just a couple of cents each day, meaning it would take around 23 days to earn the skin for free if you're persistent.
