I open my laptop and see three choices. Then I press start normally, and it prompts me to put in a Windows 7 CD and click reopen. Since I don’t have the CD and can’t enter safe mode, I’m stuck.

You can safely enter low-res mode without the disc, which limits system performance and resource use. It’s best to download a Windows 7 ISO and create a bootable USB drive for further recovery methods.
