I've encountered this problem and initially thought it might be due to weak game development. Turns out AMD is having trouble with good USB support. After updating the BIOS, reinstalling Windows, and letting AMD's auto-combiner choose drivers, everything seemed to work. My mouse is still stable but the keyboard stops working, rendering the USB port unusable until I restart the PC. I followed Buildzoid's suggestion to disable global C-states in BIOS, both before and after the update; it did reduce input lag noticeably. I also ran a CPU stress test while gaming to see if the BIOS settings actually made a difference. I'm seeking advice since online sources have offered mixed and unhelpful information. I'm unsure if an add-in USB card would solve the issue—some BIOS updates mention better PCIe compatibility. If anyone knows a card that works around this or one compatible with the XBOX One Kinect camera, I'd like to explore that option. My system specs include an MSI X470 gaming PC with MSI X470 BIOS (latest version, 7B79vAH, not overclocked), a budget RAM kit (XFX R9 390, not overclocked but cooler), a Logitech K400r with unified receiver, and a random Microsoft mouse (the last one failed before the BIOS update).
I forgot to update this post. It turns out the B stock EVGA PSU was the issue. The problem resurfaced, and I realized EVGA asked me to cover return shipping costs to resolve it. I had owned it for eight months before noticing the issue. It hasn’t returned since I replaced it with a Silverstone PSU.
