You can use almost any old computer parts to get the job done. My Stream PC was built with a dual-core Athlon and a 6850 processor. For non-stream games you can still connect them via Steam and play normally. I used NFS: Most Wanted on Origin, and it functioned perfectly.

Steam Link offers a 1920x1080 stream at 60Hz via Ethernet for just $60 CAD, which is about $50 USD. I'm not sure if it works with non-Steam titles, but I think it can.

You could use a budget Chrome cast for streaming. There are torrented game links available via Steam. An LGA 775 Core 2 Duo with a low-quality GPU would likely perform poorly.

Steam Link allows streaming games that are available via Steam, even if they’re installed from the base .exe. Regarding the C2D/trash GPU, it’s unclear what “trash” refers to in this context.

The best way to confirm is by testing it. I was impressed that it ran well, but I had to lower the quality to 720p. From where I sat, I didn’t notice any difference in the picture.

I agree for Q1, it's possible to use 360 controllers via the Steam Link.
