It's not necessarily a crime, mostly operating in the grey market by re-selling single-install OEM keys. Around $10 on eBay.

This topic has been talked about repeatedly... You have two choices - purchase a genuine key from M$ or through an official partner, or resort to pirating (cheap keys, activators, using Windows without a key – it all matters the same).

It's actually permissible to sell used software in the EU. The confusion stems from misunderstandings, and many are surprised it's allowed. Restricting resale is considered illegal. I think regulators should catch up, and I'm hoping Tim Sweeney steps in to take action.
