Notepad++ is my suggestion, though it doesn’t offer a preview. Dreamweaver stands out as the top choice, unless you’re willing to skip the cost.
I believe Serif WebPlus provides a preview feature as well as web design services without requiring coding skills. They include a coding section, though the user finds the interface for coding not very intuitive.
I tried using KompoZer for experimenting with tags on a page creator, but it hasn’t been updated since 2010.
