Notepad++ is my suggestion, though it doesn’t offer a preview. Dreamweaver stands out as the top choice, unless you’re willing to skip the cost.

If I were you, I’d simply open Notepad++ and edit the file locally on your machine. Whenever you need updates, just reload the page.

I believe Serif WebPlus provides a preview feature as well as web design services without requiring coding skills. They include a coding section, though the user finds the interface for coding not very intuitive.
