I think the chance to share files via Skype isn't very useful right now. I'm attempting to transfer a 161mb file, but the connection speed is only about 12mbps. That means it should be moving at roughly 1.4mb/s. Since we're in the same city and the speeds aren't that different, it doesn't seem like a major issue. It's probably just how Skype handles the transfer under these conditions.

Skype doesn't support file sharing by default. Consider using Dropbox, Google Drive, OneDrive, etc.
