Starting with key details: MOBO ASUS Z170-a ROUTER, supports 10Gb drivers via Intel Ethernet (2 ports, 2 channels). LAN cable recommended cat6, full duplex, no EEE. Router shows 1Gbps speed to PC. Advanced adapters default enabled. ISP connection speed is 320Mb download / 320Mb upload (extra 20 Mb for overhead). For a while now I've seen about 65% download and 35% upload. Speedtest link provided: http://www.speedtest.net/result/7617332831. I've tested various drivers, adapters, cables (cat5e/cat6), and ports. ISP confirmed the connection works as advertised. The technician verified it on their end. I've reinstalled Windows and followed all steps, but nothing worked. I've searched extensively online—hundreds of forum posts—but no solution found. This issue has been persistent and frustrating. Please help if anyone knows how to fix it. If needed, I'll share any additional info. They might be hiding something from you. I faced the same issue with my previous internet service provider, and they never acknowledged any problems until I contacted the FCC and BBB.

Yes, the ISP visited my home and clearly demonstrated on their own device over the local network that the speeds match the advertised figures.

The router is from the manufacturer, but supports 10Gb speeds. My ISP is local, using Google's Fiber lines as a backup. I've tried connecting directly to the fiber box and then to the router, getting the same outcomes. The engineer simply connected to the router over LAN and even used one of my cables to verify it wasn't an issue.

This detail isn't crucial, but a quick search revealed the Allo models in use, likely involving the Calix 844G Gigacenter. Regarding your issue, have you verified the router for any QoS settings and attempted to disable them? Have you tested on another device? Using a phone over WiFi?

Sorry, there was a mistake with the number you provided. I corrected it to 1Gb. I turned off the QoS feature that was active on the router and applied group policies to prevent Windows from reserving 20% bandwidth. I've tested this on two other machines, and their performance is normal. The problem seems to be on your own PC.

For fun, I put a bootable Ubuntu on a USB stick to see if it affected my Windows 10 performance. Disappointingly, speeds matched exactly. My main thoughts were either my motherboards' NIC is faulty—or it's what the person mentioned, and my internet provider might be throttling me. I can't test a separate PCIe card because I don’t have one, nor do I have funds right now to buy one. I’ll reach out to my ISP first, and if needed, file a complaint with the FCC about potential speed limits. As noted in the earlier post, this issue started around February of this year. Before, I could get full 320/320 speeds, so it seems my ISP might be the problem unless my NIC is just failing.
