What types of files Are you sharing? Plex works well for media. Google drive works well for documents. There's probably an app for Android and iOS that allows you to access SMB shares. Nextcloud or Owncloud can probably do what you want but they don't run on windows. You could possibly run it on a linux VM though.

I utilize File Manager on Android with standard shares configured on Windows. Accessing files remains smooth. Feedback not possible for iOS.
