The issue began after scanning for drive errors. The Action Center displayed a scan for drive error, which I clicked. During the repair process, the computer would hang occasionally. My BitTorrent stopped responding, so I closed it. After restarting, the problem persisted—BitTorrent remained unresponsive. I tried installing uTorrent, but it crashed as well. In Internet Explorer 11, I couldn’t access websites or open any game launcher except for the games themselves. For example, I could launch Borderlands 2 from the game folder but not via shortcuts. The FIFA 14 game also behaved this way.

After accidentally clicking Big-Picture on Steam, I found that Dwrite.dll was missing. I downloaded a hotfix from Microsoft support. I also disabled the Internet Explorer 11 windows feature because it couldn’t be removed. Now, I can open most game launchers except for some images and certain text elements.

I suspect the problem might be due to missing or damaged Windows files. I don’t want to reformat my system again.
