Attempting to install BIOS for CPU upgrade from R5 3600 to R7 5700X on MSI Tomohawk motherboard. Used two flash drives without success. Confirmed I need BIOS for the max board, not the standard one. Followed steps carefully: downloaded from support site, renamed files as suggested, extracted to flash drive, moved file to root, ejected, restarted, used delete command, tried flashing. Despite following instructions, no BIOS appears. Also tested on another computer.

Your flash drive uses the fat32 file system. It should support that format for proper operation.
