If the system starts, attempt to check for missing files by executing CMD as an administrator and typing 'sfc /scannow'. This will locate and restore any absent files. Rebuilding the operating system appears to be the most effective solution.
Yea, the whole problem is is that the laptop doesn't go as far as truly starting up AT ALL. It gets stuck in one of those continous boot loops. Reinstalling windows does seem to be the only option, but as stated in my post, doesnt work. (aka CD goes in: laptop says press any key to boot from cd -> press key -> boot loop again) This also means that im unable to open the CMD window
