Check if it's a Steam title. In your library, right-click the game and select properties, then look for cache verification options. If not compatible, consider reinstalling or moving the .dll file to your game directory.
Steam provides all its games with required program runtimes to ensure they work correctly (for example: DirectX, C++ Software Redistributable, older titles like Fallout 3 need Games For Windows Live). After launch, Steam checks if the files are installed and installs any missing ones. If not, you can inspect your game files by right-clicking the installer and selecting 'verify game integrity'.
