I put Windows 10 in a factory reset mode but faced issues with programs freezing. The screen went black, and I believed the installation was complete. When I tried to power it back on, unexpected options appeared. It keeps restarting repeatedly. I’m unsure what to do next.

You accidentally pressed the power button during a reset, which caused the system to stop. You should reinstall Windows 10 from a USB or CD drive and format the disk.
