I attempted to set up Fedora 29, 30, or 31 with Ubuntu 18.04. Each time the performance drops significantly compared to Windows 10, and the resource monitor shows only one thread running at full capacity while others stay idle. The system runs on an i9 7960x at 4.6GHz, 32 GB RAM, 3200MHz CPU, and an RTX 2080 Ti. Someone might have a solution.

Ubuntu can be quite unstable at times. Manjaro often comes with more drivers pre-installed, which might help. Elementary OS and Pop! OS also offer built-in drivers, sometimes proprietary as well.

Identified the issue: Rufus operates in ISO mode rather than DD mode, especially in Ubuntu 18.04.3 LTS.
