Hi, your i5 4460 seems to be functioning properly with the motherboard and peripherals. The issue you're experiencing when switching to the i7 4790 appears to be related to the CPU itself. These models belong to a series known as Devils Canyon, which came out after the original Haswell CPUs. Newer BIOS updates are usually needed for them. For your H97 motherboard, I wasn't surprised by this requirement, but you should check both your board's version and the latest available on their website.

Version 7 is currently in use, with the most recent being a Beta release. Would exploring the Beta be beneficial?

Since the i5 functions, it seems it might fit well with other systems. You're concerned about upgrading the BIOS to a beta version, which could introduce problems.

Reducing the BIOS might assist. If F7 fails, the likelihood of F5 succeeding is uncertain.

F2 and later support the 4790, so issues might stem from the flash rather than the BIOS.

I switched to a different PC and motherboard, but the issue persists. The symptoms remain the same. It seems the CPU might be faulty, even if it looks normal at first glance.
