Might be due to having two monitors and always opening Chrome with Twitch on the second one.

Unlikely, I think. With three monitors it shouldn't impact it much. Probably just a few frames per second.

Actually, it's not quite 80%. Around eight cores are active, with most shifting to 60%-75% normal-high performance. The memory usage limits me from reaching full high settings. This is based on an online session with 24 players. Single-player CPU usage is a bit lower, except for one core which runs between 45%-75%.
