My PC shuts down and after some time the LEDs blink, the fans begin to spin, and the red CPU indicator lights up. Even after unplugging and letting power drain, when I reconnect the PSU the fans start again and the CPU light turns on without me even turning it on. The temperatures are normal and I’m still unsure what’s happening.

Are there any USB ports connected that have their own power supply? They might act strangely if they send their voltage back to the computer.

If not well thought out, these can send power back to the motherboard and lead to unusual behavior.
