My take is that you don’t need to have played Fallout 3 to understand Fallout 4.

I believe 3 offers a more compelling narrative. NV centers around a main plot with several potential conclusions. FO3 features numerous downtown DC locations. NV includes desert environments rather than urban ones. NV provides a straightforward weapon customization system and a functional follower structure. You might want to search online for comparisons between Fallout 3 and NV to get a clearer picture. Alternatively, consider purchasing both titles during a sale.
I haven't faced any problems with Fallout 3 on Windows 7, which is why I was surprised by all the feedback. I like Fallout 3 more than New Vegas, but I'm currently playing New Vegas.
