Fallout titles often focus more on gameplay and setting than detailed storytelling. However, some stories and character arcs can be explored throughout the games. Whether they’re all the same depends on your personal preference for narrative depth.
Its a tough question but AFAIK there is certainly lore and canon in place. 1, 2 and NV are considered to be connected in lore and canon with 3 considered to be outside of FO canon due to the fact Obsidion had a hand in creating 1, 2 & NV while 3 was made by Bethesda. That said I don't think there is any direct link between them in terms of story (outside of a few easter eggs).
