Currently I’m avoiding Fallout due to my GPU running low on power. Still, I wanted to find out how to play Fallout 4 in windowed mode with the ability to resize the window. In standard windowed mode, you can’t move the window even when borderless is enabled. (Until I get a second monitor, I still prefer windowed for convenience.)

Ensure the "windowed" box is checked and "borderless" is unchecked. Then press Alt + Tab and try to shift the window.
