I'll get straight to the point. In Fallout 4, when I start the game and am in the main menu the game stutters and (at times) goes to 0 FPS. It also does this when I attempt to save via the esc menu in-game and when I go into the load menu. I consistently get over 60 FPS on ultra settings 1440p. I am running the game on my 64GB SSD. My specs are the following: -i7 3770k @3.9ghz -EVGA 980 Ti SC ACX 2.0+ @1300mhz -Corsair CX750M (plz no hate) -1TB Western Digital Blue -Crucial 64GB SSD -ASUS pb278q Monitor This only recently started. You're seeing low usage because your system is efficiently handling the tasks. Everything seems to be running smoothly with minimal resource consumption.
Based on what you've noticed, the issue likely stems from playing the game in fullscreen. Consider switching to borderless or windowed mode instead.
You should adjust it to fullscreen. I’d test it at 1080p with V-Sync disabled and capped at 60 frames. My setup uses a ROG Swift 1440p 144Hz G-sync monitor, which works well because otherwise the experience becomes unplayable. The game is designed for consoles, and high-end graphics cards, i5 processors, high refresh displays, and anything above 1080p all cause issues. It’s a poorly optimized title with low-quality textures and frequent glitches, though it’s still enjoyable overall. I’ve played over 40 hours with this configuration. The hardware I’m using is an i7-6700k SLI GTX 970 with SSD installed.
