I’d likely suggest installing Nexus Mod Manager and setting it up via that method. Nexus mods now supports Mod Manager for Fallout 4. The YouTuber 'Gopher' probably created a guide on configuring NMM for the game.

ENB is essentially a rebranded version with similar setup details found on other mods. You can find its installation guide on the mod page, just like with any other mod that requires specific installation steps.

The issue begins with multiple challenges appearing one after another. The program launches and proceeds through the introduction, but then stops abruptly two seconds in, without displaying any error message.

I realized the issue right away, I thought it. But I saw a video from Gopher recommending adding that specific line to enable Fallout 4 mods, though it doesn't seem to work. The folder structure looks like this: sResourceDataDirsFinal=STRINGS TEXTURES MUSIC SOUND INTERFACE MESHES PROGRAMS MATERIALS LODSETTINGS VIS MISC SCRIPTS SHADERSFX It doesn't accept text from textures.

I could possibly be mistaken about a technical detail, but it seems ENB packages (or SweetFX, or SKSE for Skyrim) aren't usually installable via NMM. The only option I see is to download them manually from the Files section of the linked Nexus pages.
