They keep hoarding them like you do in any Bethesda title. You can sell the pieces once you move them outside the frame, but they’re really low in value.

Hey, I tried that but now they’re blocking my path. I’m hoping to sell them for a lot of cash and buy some new weapons, but I don’t have the funds right now. Can I trade power armor for someone? Is that actually doable?

The game features around 51 Power Armors scattered across the world for you to obtain, collect, or trade. This count excludes frames sold from vendors. You can trade your armor pieces, but not the frames themselves. They need a Fusion Core inside to function properly. Gather some Fusion Cores with remaining power and install them. The armor on the frames can still take damage, so you'll need to repair them regularly if your settlement faces frequent attacks.
