You can play GTA V and Sekiro at ultra settings in 1080p with stable 60fps, but near Trinity Tower in Fallout 4 you experience around 26 fps. Around the city you see 50-60fps with occasional lag spikes. Outside the city performance remains solid at 60fps. Your GPU and CPU usage stays within limits, but something is affecting gameplay near the city.

With a Nvidia graphics card and a Freesync display that supports it, my game performs smoothly at 30fps when Freesync is on and 60fps at 1440p with it off. When the game was released, I tested it with an i7 2600k and a GTX 980 ti at 60fps in 4k resolution. After all the DLCs were added, I could only keep 60fps at 1440p. Using mods only made things worse. Now my modified game is having trouble keeping 60fps in 4k with the current hardware.
