I've encountered this problem in most of the games here. My system specs include an Intel Core i7-9700 CPU, 3.00 GHz processor, 3.00 GHz RAM, Corsair Vengeance LPX 32 GB DDR4 at 3600 MHz, a Corsair iCue H100i PRO XT RGB SSD, a Western Digital Black SN750 NVMe SSD, a Seagate BarraCuda 4 TB HDD, an MSI NVIDIA GEFORCE RTX 2070 GPU, an Aorus Z290 Pro motherboard, a Corsair Graphite Series 780T white monitor, an Acer Nitro VG271 27" Full HD display at 144Hz, and a case made of Corsair Graphite.

Fallout 4 runs at a fixed 60 frames per second by default. For smoother performance, use F4SE and the High FPS Physics Fix. This seems to be the mod you're looking for for New Vegas—likely requires nvse, which probably isn't enabled by default based on a Google search. I haven't configured fnv in several years. With existing mods like TTW, it's possible they already support FPS adjustments or a similar fix.
