I've encountered this problem in most of the games here. My system specs include an Intel Core i7-9700 CPU, 3.00 GHz processor, 3.00 GHz RAM, Corsair Vengeance LPX 32 GB DDR4 at 3600 MHz, a Corsair iCue H100i PRO XT RGB SSD, a Western Digital Black SN750 NVMe SSD, a Seagate BarraCuda 4 TB HDD, an MSI NVIDIA GEFORCE RTX 2070 GPU, an Aorus Z290 Pro motherboard, a Corsair Graphite Series 780T white monitor, an Acer Nitro VG271 27" Full HD display at 144Hz, and a case made of Corsair Graphite.

Fallout 4 will remain Fallout 4. The release includes some engine problems and faulty previs meshes leading to stuttering or lagging, particularly in downtown Boston. Install Mod Organizer 2, then apply the Unofficial Fallout 5 Patch (https://www.nexusmods.com/fallout4/mods/4598) and the Previsibines Repair pack (https://www.nexusmods.com/fallout4/mods/46403). Buffout 4 is also suggested (guide: https://www.nexusmods.com/fallout4/articles/3115). It seems the game is capped at 60fps, which likely explains the performance issue—physics are linked to frame rate, so exceeding it without adjustments can cause problems.

Experimenting with Proton/Wine setups like Buffout caused major instability. The recommended mod for improvement is the high-fps physics fix. Playing with E on doors now loads faster and feels more responsive. You can adjust settings via the .ini file to optimize loading times and capabilities.

This seems to be the mod you're looking for for New Vegas—likely requires nvse, which probably isn't enabled by default based on a Google search. I haven't configured fnv in several years. You can check out the mod page here: http://www.nvse.silverlock.org/ and another one at https://www.nexusmods.com/newvegas/mods/66537. With existing mods like TTW, it's possible they already support FPS adjustments or a similar fix.
