I've been playing Fallout 4 for nearly an hour and a half, and the frame rate fluctuates a lot. On calm days without rain or combat, I usually see around 60 fps. During battles, it drops to about 55 fps even with explosions. When it rains, my rate falls to 45 fps or less. If I'm standing in certain areas, it's only about 8 fps, but it jumps back to 60 after a few seconds. Inside the Institute, I often get around 40 fps, but it can dip to 35 or lower in some spots. It's quite strange...

Welcome to the realm of triple A titles with poor performance also, no 21:9 support. Try adjusting god rays and limiting anti-aliasing to 16x (for AMD GPUs). Also, increase process priority to high. It made a noticeable difference in my situation.

Bethesda titles released in 2015 often feature outdated engines and continue using launchers. One such game is likely "The Elder Scrolls V: Skyrim."

9 support. It's running Fallout 4 native at 5980x1080 on your SLI Nvidia setup with smooth 72 fps.

Attempt to adjust the process priority of Fallout to high. Uncertain if it will help, but unlikely to cause issues. Consider installing mods to improve performance on your PC. Visit the Nexus Mods page for Fallout4 at the provided link.
