Hey folks, the thing here is that, well im level 62, and most of the times i get across riders lvl 1 or 10, super mutants lvl 10, deathclaws level 22, and such, why they are not higher levels, is this a bug or the game is like that. im playing in survival difficulty, sometimes i encounter lvl 50 enemies too, but the low level ones make me worry. thanks in advance

In Bethesda RPGs, foes often match your skill. Tough enemies tend to stick to a certain level, making it hard to surpass them. Usually, tougher, newer, stronger foes emerge over time. Just wait a bit to observe what happens! What I shared comes from experience in Fallout 3 and Skyrim—I’m currently at level 37 in Fallout 4.

Just wait a bit to observe what happens! What I shared comes from experience in Fallout 3 and Skyrim—I’m currently at level 37 in Fallout 4.

It seems like the game design makes it simple regardless of difficulty once you reach certain levels. It feels unfair when survival mode becomes too easy after level 50, especially since you're playing around that stage.

The leveling structure is adapted from Skyrim’s design (with minor adjustments). Once you hit levels 30 to 40—based on how your skills are distributed—you start to feel like a boss because of your elevated status. This seems to be an odd quirk of the system, and it won’t disappear. They also pulled several assets from Skyrim, which contributed to some of its shortcomings. Edit: I didn’t capture all its advantages.

They're meant to progress together to keep things interesting, though the last two previous groups hit a ceiling you couldn't break (I think it was NV, but FO3 was close to 20 before the updates). FO4 is much smoother with all the new features—getting to level 20 just by building in Sanctuary makes sense. Probably Bethesda didn’t plan for enemies getting stronger as you climb higher. You’ve still managed to spread perks well, though. At 50, besides the occasional ghoul or raider, quest encounters are tougher than expected—sometimes it’s more about surviving headshots than anything else.

In level 63 I keep encountering skull enemies. Something is going wrong. I’m playing on the hardest setting, no health boosts or defenses, just light armor. It’s manageable.

They employ this since the Morrowind era. However, they certainly improved it this time, and I’m not a one-hit wonder at level 64. Still, I have to battle many enemies.

I encounter skull enemies, yet they don’t necessarily endanger me. It seems you might be making a mistake by not boosting your health or defense.
