This question doesn't make much sense. It completely relies on how you play. If you're going for survival, you might want agility plus luck for stealth, traps, and combos, or endurance and strength for staying alive and carrying heavy loads. What really counts is the perks you care about. Raw stats alone aren't very useful—they just boost experience, but they don’t offer much in terms of real power. For example, higher damage output comes from melee stats, while carrying weight is better with strength. Focus on perks that fit your style and build together.
It hinges on how you plan to play the initial stages of the game. Evaluate the perks you need and tailor your special stats accordingly. SPECIAL offers little value in Fallout 4 for character builds since you can earn additional SPECIAL points at any level you choose.
