I've attempted the usual solution to run the game, but it keeps prompting for a CD. I don't think I have a physical copy of the game. Could anyone explain what's happening? I'm trying to get it working on Windows 7 64-bit, but the fix I tried isn't helping. Please let me know if you can assist.

Steam did not provide a CD key. Press TAB+SHIFT and select "CD Key" from the left menu.

Currently I am verifying all the files to make sure this isn't corrupted in some way. I will get back to you and let you know about the CD key situation. Update: Files verified.

I found a GFWL folder for the game, but the disabled version didn't let Fallout 3 run.

You've already tried everything and still can't get the play button working. It seems the game isn't installing properly or recognizing it. Consider checking your Steam account settings, trying a different device, or reaching out to the game's support for further assistance.

Close Steam completely. Go to your Steam setup directory (~C:\Program Files\Steam). Remove the 'appcache' folder. Restart your machine and try to open the game via Steam again. This helped before with another issue. Is there a method to schedule Steam to clear the app cache periodically? Could you clarify what occurred in this case? If someone can explain better, it would be appreciated.

I began the process but it froze while playing movies. I applied a fix suggested on YouTube and everything worked... Step 1 - run Fallout 3 if not already done. Step 2 - navigate to C:\Users\YOUR USER NAME GOES HERE\Documents\My Games\Fallout3 and replace the FALLOUT.INI file. Step 3 - go to C:\Program Files (x86)\Steam\SteamApps\common\Fallout 3 goty and paste the d3d9.dll into that folder. Step 4 - launch Fallout 3 GotY and confirm it functions (I’ll share the needed links later if anyone faces similar issues).
