It appears the issue is related to the operating system, as Steam indicates Fallout 3 isn't optimized for Windows 7 or newer versions.

I've been using it on Windows 8.1, but I've encountered some issues too. My main concern was with the program called "Games for Windows Live" (really bad software). I managed to resolve it using a guide from Steam: https://steamcommunity.com/app/22370/dis...147175081/. Check if any of those suggestions apply to you.
